John Huestis

The City Council appointed John at their regular meeting held September 7th, 2021.

We are all so excited for John to help us in moving Thorne Bay forward.

The City Administrator supervises the overall operations of the City to assure that the City Code, Personnel Manual, State and Federal requirements are followed. Working with all staff, Committees and the Planning Commission, the Administrator develops budgets, policies and standard operating procedures. 

John is registered as a licensed Professional Engineer in Oregon and Washington with over twenty years of public works related experience in roads and utilities engineering and maintenance with two and a half years in specialized sanitary sewer engineering work. He has over fifteen years’ experience managing programs and departments and supervising employees in planning, survey, design, inspection and construction of highway, bridge and maintenance projects as well as utilities & solid waste.

Additional Duties:

The City Administrator supervises the overall operations of the City to assure that the City Code, Personnel Manual, State and Federal requirements are followed. Working with staff, Committees and the Planning Commission, the Administrator develops budgets, policies and standard operating procedures, hiring and personnel matters. 

Additionally, this position is responsible for the writing and administration of all grants applicable and necessary for City functions including but not limited to Capital Improvement Projects, new construction, economic development opportunities, infrastructure / facilities upgrades, etc. as assigned by verbal or written direction from the Mayor and/or City Council.

Acting through powers delegated by the mayor, the city administrator shall serve as the chief administrative officer of the municipality. He or she shall execute the provisions of this code and all other applicable laws. Without limiting the foregoing or excluding other or broader powers consistent therewith, and acting at all time under the delegation and supervision of the mayor, the city administrator shall:


Hire, supervise, discipline, and evaluate all city employees, and volunteers, with the exception of the City Clerk and Finance Department, or further delegate this authority in a given case; direct the care and custody of municipal property; direct and supervise the construction, maintenance, and operation of municipal public works; prepare and submit the annual budget and capital improvements program to the council; keep the mayor and council fully advised concerning the financial condition and needs of the city; apply for state, federal or other grants and, upon the mayor’s approval of the project or the council’s appropriation, therefore, execute and carry out the terms and condition of such grant agreements; establish rates, fees, or charges for services, leases, and programs provided or administered by the city except where such rates, fees, or charges have been established by the mayor or the council or the authority to establish such rates, fees or charges has been delegated to a board or other body.
