The Thorne Bay Fisheries Association, is a Non-profit Corporation, formed under the laws of the State of Alaska and is recognized as the CQE for the City of Thorne Bay, Alaska under National Marine Fisheries Service (NMFS) regulations governing the program.  NMFS Transfer Eligibility Certificate (TEC) No. 46528 was issued on June 20, 2007. 

The Thorne Bay Fisheries Association for the Community of Thorne Bay holds four (4) – Charter Halibut Permits (CHP), which are available for lease through an application process for the next calendar year.

Distribution Policy for Charter Halibut Permits (CHP) 

Purpose: The purpose of this policy letter is to outline the procedures for distribution of Charter Halibut Permits (CHP) held on behalf of the City of Thorne Bay, Alaska in the Community Quota Entity Program (CQE). The Thorne Bay Fisheries Association is a non-profit corporation formed under the laws of the State of Alaska and is recognized as the CQE for the City of Thorne Bay, Alaska under National Marine Fisheries Service (NMFS) regulations governing the program.  NMFS Transfer Eligibility Certificate (TEC) No. 46529. Under the current bylaws of the Thorne Bay Fisheries Association, the board of directors must determine the method of distribution for each member community at the annual meeting.  This policy letter identifies the distribution method for Charter Halibut Permit’s held by the CQE.

Distribution Goals:

The Thorne Bay Fisheries Association has three goals that it would like to meet in the distribution of the Charter Halibut Permits.

  1. Encourage new and future halibut CHP participation by leasing to local eligible crew members who do not currently hold 6-Angler Charter Halibut Permits.
  2. Encourage economic growth in the industry by leasing to local eligible fishermen already established in the halibut CHP fishery

Distribution Policy:

The following distribution policy in in effect for all Charter Halibut Permits held on behalf of the City of Thorne Bay.

  1. Upon receipt of Community Charter Halibut Permits issued to the Thorne Bay Fisheries Association, the non-profit corporation shall post public notice of the availability of the CHP’s in at least three locations for two weeks. This public notice will state the eligibility requirements and an address where applicants can pick up application forms and where to mail or drop off completed applications.  The public notice will also contain the lease price as determined by the Thorne Bay Fisheries Association.
  2. Applications shall be made on a form prescribed by the Thorne Bay Fisheries Association. And submitted no later than April 30th of the year in which it is requested.
  3. Applications not completed on the prescribed form shall not be accepted.
  4. All applications will be sorted by receipt date and eligibility for using Charter Halibut Permits.
  5. Prior calendar year Permit holders in good standing, will have the right of first refusal for the subsequent year. Remaining CHP’s will be distributed until all available permits have been issued.
  6. In the event that a fisherman is deemed ineligible or declines lease of the CHP, that fisherman’s application shall be removed and the next eligible applicant in that distribution category will be notified of the available CHP.

Under the current bylaws of the Thorne Bay Fisheries Association, the board of directors must determine the method of distribution for each Charter Halibut Permit at their annual meeting.
